I think you could say Osama is 99.999% guilty/evil.
The terrorists who flew the planes were slightly less evil/guilty, say 97% or something. They were probably brainwashed enough to make them 3% innocent or something.
Say you are an executive at a bank which has been dealing with the Saudi government for years, etc... The Saudi government has in turn oppressed their people.. IMO that is worth some level of guilt over the whole thing. 3%, 5%??? Say you are said executive of an oil company and you have supported/lobbied for US foreign policy which has led to the rise of Hatred of the US, don't you have some small level of guilt?
IMO no one is 100% evil or 100% good or 100% innocent or 100% guilty.
