Unless you are some how making 170+ HP in your SV, there is no reason why a properly jetted 650 would get such bad mileage. My 12R averages 33mpg and it is known to be one of the worst gas hogs out there.
What does your exhaust smell like? I have a feeling you are running very rich. Have you pulled your plugs to see what they look like?
