Well I shouldn't speak for him at the risk of being wrong, but I will anyway.
He can do it if you drop the rims & tires off at his grotto between 11:35 and 11:52pm on the 216th day after the cow jumps over the moon during the year of the Monkey in accordance to the Chinese calendar. He charges a buck 25 per minute of work while changing out the right side tires, but has to charge double for the left side tires as he has to flip his magical tire swaping device upside down & backwards. He's practiced enough to the point where he's got the procedure down to 34 minutes per rim, including prayer time.
