Under defition 3, it can be construed as such in that the government paying to support someone in need. The questions hinges upon how hardline someone is going to be with how they define "'welfare". Persoanlly, I am not opposed to welfare benefits, provided that they are not abused...which inc. VA units. Moreover, from what I know of VA hospitals, the "thanks" which is duly needed, is a very shoddy one at that. It is quite a shame that corporations can get multi-million dollar bailouts, and those who have served the counrty get far less support for a much greater sacrafice.
