No cause there's no minimum speed limit in any 30mph zone I've ever seen. You've got farm equipment and stuff that can't do 30mph all the time in those kinds of low-speed zones.

And frankly you are not likely to find me doing 15 over in a 30. I may have done that when I first started riding but these days I'm too paranoid. Generally if the speed limit is 30mph, it's crowded, with too many chances for cars/pedestrians/cyclists/whatever to pull out in front of me. City speed limits make sense to me.

Yah if it's 30mph in the middle of nowhere and they made the road 30mph cause it's twisty you might see me doing 15 over, but not in the city which is the #1 area you see low speed limits.
