More seriously I'm sure a better summary is something like:
"We had to get the military machine rolling just in case, if we waited till diplomacy failed we would have been delayed 1 year for the military to get going"
But then of course I could believe it if someone said once the military was ready no one wanted to admit they screwed up and back off. |
