I'm not sure...you'd have to ask an engineer. My guess is that BC and TC may just be references to how asphalt is applied in 2 layers. BC has larger chunks and TC is a finer material and thinner from what I understand (1-2" TC).
I think Stoneman is referring to contractors who put sealer on and call it TC. Thats BS.
Asphalt BC wouldn't be the same as the base "earth" (packed gravel, etc...) that needs to be prepared before asphalt can be applied.
