I hate to tell you this but the GPS system hasn't changed, still the same system of satellites
accuracy to a mm has always been possible since the beginning of availability, even before they turned off the SA code
I was using Trimble units back in 1988 that gave us that accuracy with longer observations and post processing
todays receivers just make it easier and quicker and don't cost $250k +
