Ok at first I thought it was just because I came home drunk last night. I had a message waiting for me in my inbox. When I went to reply there was no reply button. There was just a forward and a quote button. I was using the classic skin. I changed to the new white skin and the "quote" button in the blue skin turned to a "reply" button in the new white skin.
