i think you missed the whole point in that segment ... it wasn't about the war persay, but more about the relationship that Rice made to WWII, which he was just trying to set the facts straight including the fact that if you are going to compare the two, then you have to do it 100%, including the fact that congress did infact revote after hitler was killed to decide what to do next.
