I agree, a pet owner should be responsible for their dogs. Oxx, myself and many of the other dog owners at the track and elsewhere always have their dogs on a leash. Their in our control at all times. Your statement that "It is no mystery that certain breeds attack more often than others and swearing at someone will not change that" however, is false. Pitbulls, of all dogs we bred from the beginning of their breed to be without human violence. Many "working" dogs go the same route. In the old days, working dogs that showed human aggression we're killed. A dog that shows aggression towards humans has been previous abused, or trained in a ill manner. A jack-russel, poodle, or any dog can show human aggression from ill treatment, abuse, or any number of things. Every puppy is a blank slate. Sure, dogs can snap just like people. In society we call the person "crazy" if they shoot 15 people in a school. Apparently if a "big dog" attacks someone, its always the dogs fault, and no fault lies with the owner.
Children have a odd effect to dogs sometimes. My dog acts a little "weird" around them, so I limit her interaction with children to people and parents I know. The first race weekend, I had Lola on a leash, and some kid was teasing her. She eventually started barking at him after he jumped up to her and went "boo!". I told the kid to knock it off, and his father get irate with me. Other people could see that as a mis-tempered dog. I see it as a dog who is on a leash (vulnerable) being antagonized by an unfamiliar scent (the kid) while around her master (me). While a kid see's that as playful, I see it as a dangerous situation. Dog's don't use the same logic we do, and its important to remember that.
