First... it is your bike... so do what you want with it.

Second... almost everyone here will tell you not to lower it because you'll screw up with handling and turning abilities, etc etc.

Third... 3 inches is a LOT to lower a bike.

I'm 5'6" on a good day and I've never been able to flat foot, but you get used to it.
