No, I suppose the President can't do "shit" on his own, only, you know, control foreign policy that has an impact on the entire world... One word out of his mouth can set off a chain of events on a global level. No, he can't make abortion illegal, however, that pales in comparison to what he actually CAN do. So, don't misrepresent the President even if it is in the context of simple abortion, make it clear and concise... You make the President seem like an impotent "figure head". You also seem to think power is relatively equally distributed. I got news for you, it's not. The mechanisms controlling the powers of the President can be, and is, manipulated by the President himself. True, it's not a dictatorship (caveat statement in an effort to not misrepresent), but it's also not as "diluted" as most would like to believe.
