Yes. That is what it means. And I believe he is taking full responsibility.
He may end up having been wrong. He may end up having been right. Most likely it will be some combination of the two...and there will always be differences of opinions from just about everyone.
However...you can't write history while it's happening. Lets revisit this in 20 years.
