The Nevada law that I posted pretty much says that. Las Vegas is in a county with more than 400,000 people so it is illegal there. Parumph is in a county with less than 400,000 people so prostitution is legal.
What I was pointing out is that the Nevada law does not specifically outlaw prostitution; just where it can take place.
