if you believe that you are a moron. when you have your phone powered off, it cannot communicate with the nearest bts. therefor the bts does not know your phone is there and cannot communicate with your phone. and cannot send a command to turn it on.
now if we are talking about having the phone on already and a call is place. then yes monitoring does happen. but it is done at the msc level.
the gov used to have equipment placed at each bts, but that was to catch cloned analog phones.
