No there is no fee that I know of. They only receive signals from GPS satellites so there's no way they could limit usage like that.
I know you can get various mount setups from
http://www.stemstand.com for radar detectors, gps, and other electronics. You may have to do some additional wiring to provide power to the unit if it doesn't run on batteries.
I don't know if it's waterproof or not, actually. Perhaps there are specs for this model on the internet? I will look and post any results I find here.
