You want to get the 18 wheelers off the roads? What would you replace them with? I think the only thing more efficient at moving freight would be rail. Tractor trailers are quite fuel efficient for the job they do.
The Prius is not a lot better than a Yaris above 50mph. It takes a lot more HP to maintain interstate speeds than driving 20mph in city traffic.
