why does it matter to tip them so well? it's not like they give great service and you'll never see that cab driver again. And I'm with newtreads: some of them (albeit the minority) take the long way around or do it off the meter and make up the fare
I used to tip 15-20% to cab drivers, but now it just feels like a waste of money, so whatever $1 + change comes out to, becomes the tip.
