vin verification can be done by leo or inspection station

last year, I went to DMV in Concord to register my GFs scooter, for some reason, my town could only do renewals on scooters and not first time registrations, at first, they began to give me shit, cause I was registering it for someone else other than me, but as soon as they discovered my GF was a state employee (works for liquor commission) everything changed "ok, we can do that for a state employee"
