A&R baffles

If I install a set of A&R race baffles in an '08 R1 do I absolutely positively need to get a power commander installed and tuned as well? Or can I get by without the PC without hurting the bike?

The factory website claims the baffles will add about 4-6 hp and 5 lbs torque... don't know if that makes it easier to decide whether a PC is a must or not???
