all they had were generic sketches of a layout with no consideration of drainage, wetlands, offsite road improvements etc. had they actually done a bit of site specific mapping and preliminary civil design, they would have showed they had the potential to meet the zoning requirements basicly their presentation was flag waiving and homeleand security training is necessary and the public benifit would outweigh any "minor" inconveniences for the local residents they had no opinions from anybody that their proposal would not negatively affect property values Residents in opposition to the project were much more prepared, and all their work started at the same time I originally posted this thread |

Special Op Training Center in my back yardWell, if they meet the zoning regs, none of the reviewing Boards can just deny it becuase they don't want it - i.e. there is no room for random emotions in the process. Does it conform with the Town Plan? Sure, the zoning isn't right, but zoning modifications and waivers are granted left and right. And really, are you going to ever find the amount of land needed for this use within a commercially zoned district? The answer there is no. Whether you are for or against, how can the Town be sure that bringing in a facility of this nature isn't going to cater to chronic bad boys and law-breakers? Is the company stipulating or able to stipulate that all trainees are part of Local, State or Federal protection forces? Are these guys going to be able to be a private, high end training unit for anyone with the cash? In that case, what kind of rif-raff and seriously evil people are going to be entering the town? Sure, while their training, they are wihtin the confines of a highly secure facility (I hope).... but what about getting there and leaving? They have to go through town, past the school, past the kids playing? If these trainees are official forces, that concern is maybe not so big. If they are private citizens of unknown background, that's a huge concern. What are their security measures for ensuring that training equipment and geat does not migrate off-property and into the community? What are their security measures and background checks? What happens to the facility and equipment if these guys fold? Where does it go? How can they ensure a "homeland security" facility and not a "bad boys get badder" facility - and I'm not referring to local bad boys, I'm referring to seriously evil people with the funds and evil streaks to use the education for the worst. Who is going to act as big brother to these guys and make sure their private facility is NOT catering to evil with the mask of security? And IF there is a big brother, is there someone in the town qualified? Does a facility like this have to have a Federal oversight and meet federally mandated regulations or standards? Homeland security is a great idea and I personally support the concept of the training camp. If it's properly sited and meets the regs and is properly monitored, it's a great idea. There are certainly some issues with a facility of this nature and the general "not in my backyard" attitude that is likely to be present. But if it's done right and security is maximum and numerous redundancies are in place to protect the townspeople and town resources, then why not? Certainly, there are more questions than answers, and I'm not even sure where the security issues fall - ZBA? PB? Who? There are many many questions to ask and work through, but if everyone on Board is willing to do so, why not have it? |

Special Op Training Center in my back yardthey made their application on emotion and on the concept that everyone should "sacrifice" for homeland security and did not attempt to address the requirements outlined in our zoning 1. no hazard shall be created to the public or adjacent property on account of potential fire, explosion or release of toxic chemicals 2. no detriment to property values shall be created in the vicinity or change the essential characteristics of any area incluting residential neighborhoods or business or industrial districts on account of the location or scale of buildings and other structures, parking areas, accessways, odor, smoke, gas, dust, or other pollutant, noise, glare, heat, vibration or unsightly outdoor stooorage of equipmet or other materials 3 no traffic hazard or substantial increase in the leverl of traffic congestion shall be created 4 no excessive demands on municipal services, including but not limited to water, sewer, waste disposal, police, fire protection and schools 5 no significant increase in stormwater runoff onto adjacent property or streets shall be created. |

Special Op Training Center in my back yardit was turned town, they files for an appeal, the appeal was denied, haven't heard if their going to try more by filing a lawsuit in court.... I doubt they will get anywhere, they were the most unprepared applicants I have ever seen at the ZBA, instead of addressing the points of law required to get their approval, they proposed that everybody should be willing to sacrifice for national security |
