Cortech saddlebags complete with raincovers, $80 (MSRP $139.99). I've only used these a coupla times and was very happy with them, but I've got a different bike now and can't use 'em anymore. I have had a few pairs of these and put them on a 250 ninja and now on my 650. If you shorten the straps enough when mounting and use some cord to hold the bottom tight they will stay above a sport bike muffler. To bad I need a new top bag in good shape. They expand nicely.
