Usually not peak HP where the benefit lies in displacement. Mostly the added torque and ability to run a gear or two higher to be lower in the RPM range and tractor through things.
Keep in mind that the two 2 strokes I think you are talking about, the CR and your current pumkin, were designed for two completely different disciplines. The CR was built for consistent high revs on an MX track and the 200 is made for tractoring through enduro/woods type terrain.
Yes, physically smaller bikes would probably make more sense for a large portion of the population. Not sure it make business sense for companies to develop multiple sizes of subassemblies that make up the entire bike though. Keeping all of the frame sizes similar on the adult sized bikes allows companies to use the same parts across quite a bit of their product line reducing costs.

I take a punched out xr100 and a new fi 450 to Duncan's little playground. Same setup to NH with some J-Day guys. We all swap bikes and always laugh at how capable/easy to ride the xr is. I 100% agree with you.
