    Which part of that is new? THe part about no one under 14 allowed to operate an ATV? That's just ludicrous. How will they define ATV? Most all kids toys have a motor of some kind or other. A bicycle is an ATV for chrissakes.

    In essense, any motorized vehicle less than 1,000 lb is classified as an "ORV" as soon as it leaves a public roadway in Mass., street reg or not.
