gas charged forks, I believe that's a nitrogen reservoir but it could be extra oil I'm not 100% sure.
and by the "adjust stem" are you talking about the little blue sorta minifork thing that's travels along the fork leg? that's a linear potentiometer. it measures suspension travel.

Considering that looks likes Biagii's old GP 250, those generation of carbon rotors needed shields to keep the heat in the rotors, otherwise they would not work.
This was why some riders ran the "Gardner Cocktail" of one steel and one carbon brake. The steel brakes worked right away until the carbon side came up to temp.
