If it's less than 15 years old, it's a track bike.

No, Goat doesn't have 17 digit VIN. Alas, that is the only thing keeping me from registering him.

In VT and NH, you do not need a title for anything older than 15 years, you only need a Bill of Sale (which can be fabricated in about 5 1/2 seconds).

If the bike is newer that 15 years, and has no title, you need to find out why. Call your local PD and run the VIN and see if it is stolen. The other possibility is that the bike is financed and someone still owes money on the loan; I'm not really sure how you would find this out.

There are companie that sell "bonded titles", which is basiclly where you post a bond and they insure your right to a title. Its expensive and a pain in the ass, so whatever you are registering wants to be cheap.

    Hope that helps.

this is his description. im not sure if he's on this site or not.

"The bike has been rebuilt from a lowside. I initially was going to rebuild it to race so I didn't need a title. but half way through the winter i decided to build it for street use. The reason being so whoever bought it could ride it for track days or convert to full race. I rode it on two open track days. and decided i didn't want to race and now i have to finish paying my college tuition .. so the bike goes."

    make sense?

No, that doesn't make any sense at all. If he registered the bike, where the fuck is the title?

Sounds like the insurance company totalled it out as parts only. If that's the case, no street registration untill it's old enough to be exempt from being titled.

    in ct 81 or older

    Requirements to Register a Motorcycle
If the motorcycle is purchased brand new, please follow the same requirements as the Registration of a New Vehicle.

If the motorcycle is purchased as used, or previously registered out of state, you will need to present the following documents to your local DMV full service or satellite office to apply for a registration:

The Certificate of Title showing assignment of ownership and indicating release of all liens (if any). A Title is not required on motorcycles manufactured prior to 1981.
    Bill of Sale (PDF 193K)
A Vehicle Identification Number (VIN) verification is required when registering your out of state motorcycle. Please bring your motorcycle, registration and driver's license to your local Full Service DMV Branch Office, with the exception of the Norwalk Office. The VIN verification will be completed and a report will be given to you to present for registration.
Your current Connecticut Insurance Identification Card, which can be obtained from your insurance company. The insurance card must be in the name of registered owner(s). If the motorcycle is being leased, the insurance card may be in the name of the lessee.
Application for Registration and Certificate of Title (form H-13).
Identification will be required to register a motorcycle. Please see list of Acceptable Forms of Identification. Photocopies of identification are acceptable if the registrant does not appear in person.
Note: Motorcycles cannot be registered if delinquent property tax or parking tickets are owed or if the registrant has had their registration privilege suspended.
