The way he worded it is stupid and raises questions, but it could be legit. I had an old bike that was passed around to a few forum members. The original owner lost the title, it could have replaced but the original owner moved states and the hassle would have been way too much trouble.
Just one possibility, and if something not-shady like that happened, it would make sense just to disclose it. My guess is that whatever title issues are going on are at fault of the owner and they're embarrassed. Or its shady.

Kind of odd there is never a shadow in the video. Maybe in the 2nd clip. If photo shopped it was decent job. Good thing he has a roll cage.

a shadow on an object hovering at something like 40' above ground would be far away during sunrise/sunset. you can use this calculator and input the height as the object height to get an idea of how far away it would appear using the distance

If there is one thing CA does right, its titling/transfer of ownership.
Plates stay with the vehicle, buyer doesn't have to repay reg fees, and I electronically release the title and any liability once the sale is complete.

Australia has had that system since the early 2000s. When I first moved to Maine I was kinda shocked that the plates don't stay with the car.. made no sense to me
