If he has a title I'd say it's worth a gamble on price. A shop would probably charge $200 to rebuild the carbs if you brought them in off the bike
Ignition probably isn't too hard to pull. I've had to remove it from my 98 GSXR and have a key made. Cost $50.

I sent him an email, I think I'll be taking that gamble! Thanks for the info on getting the key cut, my reading online lead me to believe it should be in the $50 - $100 range - or replacing everything not too much more. Wish me luck.
