Anyone, feel free to chime in here.
a friend of mine just picked up a 99' 900RR with 4700miles on it for $3500. Note: its his first bike. I told em id help him out anyway i could with it as far as tweeking. Ive heard that the steering stem is notorious for becoming loose on these. Also, does anyone here have a similar year 900RR have mods done to the rear fender? My buddy doesnt have rear turn signals at the moment, and there isnt a place to mount them, the previous owner had a shitty F.E. that he tossed in the garbage. Now theres just hole in the trunk and a rear brake light. Any suggestions.
get him a smaller bike
j/k for the rear turn signals, I'm sure there is an undertail kit on ebay that would work (it would replace everything, not just the signals), or craigslist. If not, then as long as the wires are still there, you can probably rig something up with metal plates and some screws.

If you run into a wall with a helmet on, you still ran into a wall.
I think he needs to change the clutch and put winter air in the tires until spring.

My dad told me I could be anything I wanted when I grew up. So I became an Asshole.
Since the 900RR was the ideal stunt bike in its day I would check to make sure the forks are strait. I remember seeing some one post a way to check to see if they are strait is to use some sort of milk jug and string trick. You should search for it.

All great points. Does he have his license? If so, he needs to at minimum take an MSF-ERC to start off. I would also strongly ugre him to take a Total Control class. You could take it with him (really set him on a good path) As we all know, that is a huge first bike. Hell, for many, it is the last bike. He will enjoy it alot, but needs to understand its capabilities along with his own.

the RR has those "gills" on the tail. the thing used to be to wedge the stock turn signals in there. you see them pretty good at night. not sure about the daytime.
When I start my KTM in the morning, rules are broken. Its inevitable...
