Once pulled over you have all the options

However letting think their car is broken so they have to get a tow is the best.

I woulda given her a chance to pull over. Either way, I woulda gotten her plate, called my insurance company first (no matter the damage) then the poooooolice. Again, no matter the damage, those are the steps I'da taken...
