Help! GEtting MA ORV sticker when bike is already street legal/registered

I did the same exact thing. I had a fresh MA registration in hand. It had a line item for the title fee, reg fee and sales tax. At first the OHV clerk said he needed the form and instructed me to go to the DOR office. I showed him the line item on the reg for the sales tax. Then I asked him if the registration was or was not a legal document. He said "I guess so". I said "this is a state supplied legal document that shows I have paid my sales tax". When he got the point that I wouldn't give in easily, he finally just processed the forms and gave me the stickers. This was over two years ago. It really shouldn't be that difficult, but its MA after all.
