Yes...My WR450 has a True NH title not CFO. So, its just a reg and re-title in any state
In MA, the answer is yes now that you've got previous registration from out of state. I'm not sure off hand about other states requirements from transfer. If the state absolutely requires a title, the answer could be no as some states don't title vehicles of a certain age or engine size.
Another perspective to consider is that the focus of the initial street registration (title, or no title) from any state is really just to establish a "starting point" for street legality. Once you have any kind of valid street registration, from any state, you have a legal foundation on which to proceed. You just have to be willing to pay for each step you take. In some cases you may find yourself being asked to pay the sales tax in each state you transfer to (as well as registration, and title fees).
It can take some effort.
Nothing bothers me more than to find a previously street registered bike, on which the owner(s) have let the paperwork lapse, or lost it.
Craig's List is full of them. People also often advertise that they have a "Title", but they may really only have a "Certificate Of Origin". These are very different documents, although they can be very similar in appearance.
Bear in mind in some situations the owner has no choice. My KTM for example came titled from another state, but because it's under 300cc Maine will NOT issue a title for it no matter what. That isn't much of an issue, as it means I can street register it (as I have) with no hassle, but if I sell it'll just have the street reg and bill of sale, no title available.
