You're supposed to wear a helmet. Same rules as a bike apply. While it's more like riding in a convertible I don't think helmets should be required. I saw someone in North Reading driving one without a helmet. I don't think the cops even realize they're breaking the law.
I rented one of these last Saturday. Not the best weather, cold and wet half the day, just cold the rest. It's fun to drive, everyone looks, smiles, and waves. If I owned one, I'd have to budget for a new rear tire per month.

In Mass, if you take your test on a "limited use vehicle or 3-wheeled vehicle (trike)" you get the M endorsement with a J restriction, which limits you to operating limited use or 3-wheel vehicles. I'm not sure what other states have for licensing rules.
