Registering a dirty bike in RI

Bump from the dead, because apparently October is the month where I try to buy dirt bikes and then give up for another year.

New unique title situation- I am looking at a bike in a title-state, where the owner has registered the bike in his name but does not have the title for it. It is a model year 2000. In RI, a title is needed for bikes 2001 and newer. The relevant line in the RI Registration form says:

Proof of Previous Owner (non-titled vehicles)

So, for a titled bike in another state, that is older than the title requirement in RI, do we think I need the title or will previous registration suffice? Its a long shot, but any other RI people deal with this before?

Previous registration will work as a tittle...or proof of prior ownership
