    It's actually his license plate. Cops are after him? Just slides one or two disks, BOOM, different number. Police sitting there scratching their heads while he flaps on down the road like nothing ever happened!

    It's obviously their speedometer calibrator, without the abacus, those massive rear"tires" ( I use that word really loosely here, kinda like the way they appear to hold air) would throw the speedometer way out of wack. Or could possibly be a Russian pcIII
