I wouldn't try to fix that tank, unless replacement tanks are flat out unavailable.

I've heard good things about Marine Tex Epoxy Gray, haven't tried it myself, but plan on getting some.
And don't believe everything you think.
You can't fix that unless your welding a new tank basically.

Can it be fixed? Yes, with only a crazy outlay of time and materials if you don't like the person, even more if you do. I'd say ebay tank time will be far more cost effective including labor.
It looks fine to me
