depends on bike / manf. for a 929 it is stated in the manual, but it is in the 10,000 to 20,000 range I believe.

Every bike is different. For example an SV get CHECKED first at 15k miles where as a Duc Monster S2R 800 is at 6 I believe.
Just because you check them at those intervals doesnt mean they will need to be adjusted its just good to check them because over time they get tight and if they get too tight you will begin to damage the valves.
Valve Clearances are also known as tappet clearances.

Ok well I bought it from a dealership when it had 4k on it, I am going to assume that it might be time for them to be adjusted, bike has 16.5k on it now.

If the valves needed adjusting would there be some type of performance issue or lack of responsiveness in the trottle?

I would not assume that. Its a pretty time consuming job, not like just washing it to make it look pretty.
The dealer did NOT check the valves at 4000 miles. Most modern I-4s call for a valve check at 12-15k miles or so. There was not reason for anyone to check them at 4000 miles. Don't be surprised if they are well within spec at the current 16.5k...

I had the valves on my 900RR checked at just over 20K by Mr. Kates and they were all fine. 2 cylinders were dead on, one was on the higher side of spec and the other on the lower side of spec.
If you're a member of RRZone.com, they have downloadable manuals and microfiche for your bike in the downloads section. (same for 96-03 FireBlades [900RR, 929RR, and 954RR])
