They just need to to be Snell or ECE certified and meet manufacture date requirements. Just wanted to confirm foreign lids bought outside of the states are legal.

I don't know about now, but years ago the better standards were ignored and the DOT sticker had to be there. I would hope common sense has prevailed now and DOT is not required.

Furthermore since you're using logical operation vs a bit-wise operation, if the first comparison is false, the rest of the statement is completely discarded.
