Cuz unless I'm mistaken, since the timing system isn't rigged up to the flagger's arm, the timing for your outlap doesn't start until you cross the start/finish line.
From my understanding a 1:32 out lap is a 1:32 out lap regardless of how long you sat there before you got going.
