LRRS Rules - Belly pan w/underbelly exhaust (1199)

So I'm working on making an 1199 race legal.

The under-belly mounted exhaust cans seem to be a huge PITA in getting the bike up to spec.

Most belly pans won't work without a seriously costly exhaust upgrade.

Even most of those require the exhaust to be removed to remove the belly pan.

I bought an aftermarket belly pan that has holes drilled in it that are plugged with rubber stoppers for both oil changes and to allow tech access to peek in and ensure that the bolts are wired.

So the first problem I see is that the rule:
9.5 All machines must have their lower fairings removed for
    tech inspection.

Which I've always interpreted as "belly pan must be removed before going through tech" - I can remove my side fairings, but will tech be happy looking at my little nuts through a peep-hole like some scene out of Porky's?

The second Problem I see is:
9.24.4 A maximum of two holes, 1” or smaller in diameter, may be drilled in the fluid catch pan. These holes are to be plugged during dry conditions, and may be opened only when the event is declared “wet” by the Referee/Race Director.

I'll have to look at that belly pan when I get home tonight, but assuming that there are more than 2 holes in it, or the holes are bigger than 1" diameter.....is that going to be a huge problem for me?

And let's say that I have the officials agree that my belly pan is OK, and that I don't need to remove my exhaust to go through tech....is there some process where I get a waiver or something in writing so that I don't have to worry about whoever happens to be working tech that day having a different interpretation of the rules?

Unfortunately that won't help on the 1199, it's just the nature of the beast. Last I knew WERA was requiring pan and pipes off for tech on them.

I think if you explain it and tell them it is wired and if you have a 2 digit number then you're all set
