Doing the Penguin race school friday, rookie race is saturday.
Looking for what I need to do ahead of time...Im figuring just showing up aint gonna cut it, so who do I contact? I get Im gonna need white plates with red numbers, bike is 90% ready, safety wiring it this week.

You can buy numbers and plates from Street and comp at the track.
You're all safety wired?
Fuel is required to be purchased at the track (for racing, for class run whatever you want).
Duh, you say safety wiring this week... Do you have previously drilled bolts or are you doing them by hand?

See if you can find a place to pit. Most of what youll need can be purchased at the track. The best thing you can have is someone there that can help point you in the direction you should be going. Most people are pretty helpful.
OK, do i HAVE to have a front brake guard?
I have the full Armorbodies kit on the 848 with the 1 piece belly pan, do I need a catch can? Do I need a hose clamp on my filter?
What NEEDS to be safety wired? Brake caliper bolts, oil fill cap, rear wheel bolts? What else?
You don't need a front brake guard.
You don't need a catch can if you route everything to the belly pan.
Header nuts, radiator cap, oil drain bolt, oil fill cap, rear axle nut, front axle pinch bolts and nut, and I think that's it all need to be wired. As well as the oil filter needs to be clamped and wired. You can find most of this in the rule book too. I know the rule book can be found on www.lrrsracing.com

You don't need a brake guard as far as I know but they are nice to have.
Stock street bike? The coolant overflow bottle should be fine. Any other drain hoses just be sure they are routed to the bellypan.
WIre front axle pinch bolts, brake caliper bolts, radiator cap, oil fill cap, oil drain bolt, rear axle nut, sometimes rear caliper bolts depending on how its mounted. Pretty much anything you don't want to lose or have anyone else lose while you're racing. You can come out here and we can go over it if you want.
Pinch bolts, radiator cap, oil filter, header bolts. And no you don't need the brake guard.....yet I hear next year it's mandatory.

Exhaust mounts are also indicated to be safety wired.
I think you basically want to read section 19 of the LRRS rulebook.
I just realized the valve stems in my rain wheels are no damned good.

Untrue -----> Valve stems are required to be metal. I'm guessing Bub's rains has rubber.
