Stock pads? I bet they are pretty worn.
Replace those yesterday. Cost and ease of doing so makes the bang/buck return off the scale.
I have a set of EBCs in my spares if you wind up in a bind for Friday.
I have what I am pretty sure is a 2nd gen SV master on my bike. Effing love the way it stops. Pads are supposedly Vesrahs.
Never had stock pads on this machine. But the stock pads on my DL felt pre-greased from the factory.
OP, are you saying your system is 100% stock i.e. antique factory crap, or that you have serviced and/or replaced pads,rotors, slide pins, calipers, (I saw the braided lines and RBF600) and stock master to bring it up to 100% good?
Resurfaced rotors, good performance pads, slick sliding pins/pistons, and a master that isn't binding at the lever pivot or pushrod should work pretty good.
Per your original questions, I put EBC GPFA pads in to replace some Vesrahs(model unknown) and picked up more stopping power for the same lever effort.
I haven't noticed any difference in stopping power between my stock rotors and the EBC lightweight ones. I'm sure the EBCs can handle more heat, and weigh less, but I don't use them hard enough to notice. No experience with "wave" style rotors.
I changed from a stock 1st gen Sv master to an Accossato. Not much more stopping power, but more lever travel and feel. I can predictably brake harder without worry.

I meant that its functioning as good as it can, but I probably lied. This thread is making me think cleaning/rebuild of everything + new pads is probably the way to go for starters, then new MC second (on account of cost).

Start on the low end with pads/pins/caliper(pistons/seals). I'd try EBC HH pads or get recommendations from SV racers here. If the bottom of the system is then 100% THEN a replacement master will help you depending on how you like your brakes to function (more leverage/feel but longer throw or other way around).
Remember, you don't just magically make more braking force from one style master to the other (provided both are working properly) without exchanging either more throw/feel/force at the lever.
Here is a good explanation of the physics behind what happens with master cylinders and changing them out. It's not voodoo, it's simple physics and math. Bigger piston, more fluid per throw(but more pressure required at the lever from your hand). Smaller piston, less fluid per throw (but less pressure at the lever required by your hand).

Rotors are the most expensive item to replace. The bottom line is that high quality rotors are worth it for heavy track use on an SV. The reason being is more material and more cooling all in an effort to prevent warping. I've roasted a set of stock rotors on the street (well, deals gap after all the cops had left) on my SV because of relatively low speeds and heavy frequent braking. On the track with the increased air blast, they hold up pretty well even at black group pace where outbraking people is my only real option for gaining ground on the big bikes.

i rode my buddies stock 1st gen and the brakes felt wooden and really had no bite. told him to get some HH/sintered pads. i havent ridden it since the change but he said the difference was night and day.
i put sintered pads on my dirt bike which replaced the organic pads that were on there. again, night and day.
When I start my KTM in the morning, rules are broken. Its inevitable...

Don't go the cheap route and get an R6 or R1 Brembo master. They still make the lever feel like mush. A GSXR Nissin is also a crap shoot. Some work well, some don't. If you value your life, don't cheap out on your brakes.
Your best bet is to get an aftermarket radial master. Either Brembo or Accossato work very well with the stock calipers and braided lines. Pete G runs an Accossato on his and he's hit the 15's on his SS built G2 SV. That will get you better fell. The pads just help with stopping power and fade resistance. I like the Carbone Lorraine CL60 pads, from Spiegler. Great wear, awesome stopping power. Wave rotors are nice for lightening rotational mass and unsprung weight, but they're not necessary for better braking.
I wonder if the awesome brakes are to blame for Jim's lap times...

1 - not all suzuki braking systems are the same. SV is completely different than GSXR.
2 - Second hand NISSIN gsxr master cylinders are notoriously inconsistent... some feel great, others are squishier than your mom's kaboose.
SV brake priorities in order of importance:
Fresh fluid
Clean caliper pistons
Clean & grease sliding pins
If stock master, clean & grease contact points.
Braided lines (op already has some, so skip this)
Better pads (Vesrah RJL are excellent but Carbonne Lorraine C60 are prob the best you can get for the SV calipers)
Master Cylinder (Love my Accosatto. R6 master seems to be popular)
LASTLY, Rotors (I didn't notice much difference between my galfers and the stockers. Maybe a little less fade)
