    Bearing or race?

if it's the race inside the steering head, get a big flatblade screwdriver and a hammer. Shine a flashlight down the steering head shaft and you will see little lip cut out of the casting (one on each side) where you can just see the back of the lower race. Hit the lower race from above with a big hammer and a flatblade screwdriver pretty hard on alternating sides and the bastard will come straight out. Hondas come out pretty easily, others can take a few hits.

If it's the bearing race on the Steering head shaft and lower triple assembly, you can cut a groove in it with a cutting wheel at 45 degree angle and again hit it with a big screwdriver and hammer and it will split and come off that way.

    To add to Degsy's approach:

I freeze the lower triple and frame races.

I then lightly heat the opposing surfaces just before install...it really helps with ease of installation.

good tips, freezing shrinks the races, and heating expands to make a much easier installation. i use this trick for replacing bearings in small 2-stroke nitro engines, works like a charm

yeah, we did that, too. It's almost essential.
