So who and how do I set up something where I can offer this service?

You need a couple more posts and also become a site supporter, but I would talk to Stoneman or Frankenstien.

FYI. I usually pay $5 or $10 for shock charging.

$5 is reasonable. I just want to recoup the cost of the bottle and gauge.

Re: Whom do I talk to about offering a service?

Try JUST asking who to ask about offering a service.... instead of asking who to ask, while at the same time telling everyeone all about the service you want to offer, how much you plan to charge, etc

Now... like Timmy elluded to, send a PM to both Stoneman and Frankenstien.
