Not 100% correct, if you're buying from a no title state you just need a Bill of Sale and a prior registration from the no title state.
Trust me, I've sold bikes from Maine to MA residents, if it's a no title state, Mass has to honor it. Maine for example will not title anything smaller than 299cc, and all Yamaha RDs are in the no title age range for Maine as well. Bill of sale plus last registration is all that is needed for those bikes in Mass.
Note: http://www.massrmv.com/rmv/regs/ says Title if applicable.
I was at the rmv few days ago and was told bill of sale cannot replace a title in MA and to not buy anything without a title if I plan on register it in MA
The key, is the vehicle you're looking to buy has to A) be non-title-able but still registrable in the state you're looking to buy from and B) have a valid prior registration to document the last owner. Those two combined take the place of the title when combined with a bill of sale. The RMV cannot refuse that documentation. Now, no prior reg, you're screwed. Bike is actually title-able in it's current state, you're screwed. If you need more ammo, carry a printout of the state's DMV/RMV site showing what they will and will not title so you can point and say "SEEEEEE, no title, shuddup and register it nao!"

I bought my r5 from Dick Bettencourts auction with no title. Registered it in Vermont (non resident) then brought the current VT reg to the RMV and got a MA title/reg.

I found my RD after looking off and on for about a 5 year period. I finally pulled the trigger on my current 1975 RD 350.
I had my first RD 350 back in 1978. It was a 1973. Since that first RD, I've had 10 other bikes(+/-) even a RD 400 was in the mix. But those RD 350's are in a class all by themselves. They are so much fun to run.
I have several other bikes now and my RD gets it fair shre of time on the road.
