I have a shitton of bulgarian milsurp, slightly corrosive I'd be willing to trade......
I don't recall if it's non steel core though.

Most mil-surp 7.62-54R is steel core. Pull one of the bullets, and hold a magnet against it. If it's magnetic, it's steel.
All the mil-surp 7.62-54R I've ever come across was steel core. That's why I don't have a Mosin for hunting. Too hard to find adequate ammunition.

^ Many ranges/gun clubs that ban AP include steel core to that as well

Rileys has a lot of Russian 7.62X54R. I didn't check it out so I don't remember if it was steel core or not. For some reason I think I saw some other spam cans that weren't Russian also. All I have is steel core as far as I know.

You will also find that the AP ammo will have a black painted tip on the bullet.

And I just checked my stash, all the milsurp stuff I have attracts a magnet. For non-steel core you might have to spend the cash and get new manufacture, sucks on the price difference though.

Winchester makes some new 7.62X54R that are hollow points. I have nothing that isn't steel core.
What range in NH does not allow steel core?

MFL , I asked an RO and he said I couldn't shoot any 54R with a steel core but I just checked their website and it only mentions AP rounds . hmm I'll give them a call and delete this thread if that's the case. That would be the balls

Re: WTT armor-piercing 7.62x54R ammo for soft points

I wouldnt think any indoor range would allow steel core along with AP ammo. They use steel in the backstop and dings dents and holes cause ricochets. At my clubs indoor range we have a damaged bay from .17 ammo. The high speed caused holes that look like steel core ammo and they are just lead. MFL has better steel than we do, but they are going to protect it also.
If you are going to MFL you might need to look at reloading That particular ammo.

Ok heres the deal. Yugoslavian 54R is the only surplus ammo that is not steel core. It is tough to find for that reason.
Privi Partizan and Wolf Gold are two relatively easy to find 54R that is also lead core. I also heard Winchester makes some, but I have not seen any Winchester in 54R.
