I think fake Snell stickers would be more concerning. I never buy a helmet that's just DOT approved. You could also use common sense if you suspect a helmet to have a fake DOT sticker. For example, if the owner drilled "speed holes" in the helmet and it has a DOT sticker, it's probably a fake sticker.

In Vermont you can wear an old leather football helmet and it is legal as long as you attach a reflector to it.

"No person may operate or ride upon a motorcycle upon a highway unless he wears upon his head protective headgear reflectorized in part and of a type approved by the commissioner. The headgear shall be equipped with either a neck or chin strap."
