I just realized this is almost exactly the same thing as HokeySpokes they just don't need batteries.

HokeySpokes

The kicker is HokeySpokes are $32.95 per spoke. Looks like the PimpStars use 3 "spokes" per rim so you'd be looking at about $400 to stick the bicycle versions on some existing rims.

Only problem is the bicycle ones are huge since bicycle rims are so big, you'd be stuck with 24"+ rims to make it work which means they are still super expensive.

But you could also probably cut the hokeyspokes down and rewire them pretty easily to fit on smaller wheels.
