Unless their dept. has a mandated amount of speed over the limit permitted it is up to the officer to decide the number. Some at my dept. write at 10 over, some 13. I permit 14 over and at 15 I start writing.

For most officers there isn't a quota. For officers that work solely as traffic enforcement they do have a quota determined by their Sheriff/Chief. Many State Troopers/Police are evaluated by their ticket count.

It varies officer from officer. I could care less about seeing the lights light up but I should see a decrease in speed.....if not I would probably stop the vehicle then.

We have to run the tag to the vehicle, the driver's license and check an array of databases for any open warrants. Then take all the information and write it on the ticket:
name
address
telephone number
SS#
bate of birth
male or female
race
location of the offense
direction of travel
how many lanes
road number if applicable
vehicle make/model/year/color/tag#/tag expiration
narrative as to the facts of the case
when/where and what court
Officer's info
and possibly a case numbered generated by the computer file system in dispatch.

I certainly didn't need any training. I was an asshole and a jerk before I was a cop.

We are trained to be firm and actually confident in ourselves. But some do take it to an extreme and let the percieved power go to their heads. But a straight out asshole class in not taught at the academy.
